Poor Skipper was surrendered when his owner was unable to care for him. He was extremely matted and remains medically fragile. He is a 14-year-old shih tzu mix who has been struggling for a long time. Luckily, he was brought to a vet hospital that immediately started helping Skipper and then reached out to Phoenix Animal Rescue for help. He continues to recover with PAR as it looks for the perfect retirement home for him. Skipper has been doing well at the rescue with other slow and sleepy dogs.
